As was done during the 8th Workshop in Los Alamos, NM, the proceedings of this workshop will be published in a Special Issue of the IEEE Transactions on Plasma Science in April, 2004. Without exception, the FINAL deadline for receipt of manuscripts will be July 15, 2003. Conference particpants are STRONGLY URGED to submit both paper and electronic copies of their manuscripts at the conference.

The formal announcement for this Special Issue is given HERE. This annoucement will also be posted in forthcoming issues of IEEE Transactions on Plasma Science.

• All researchers in the dusty (complex) plasma community are invited to submit papers for the Special Issue - regardless of whether or not you are able to attend the 10th Workshop.
  
  
• All manuscripts will be peer-reviewered following the standards of the IEEE Transactions on Plasma Science (TPS).
  
  
• Articles published in IEEE TPS are subject to page charges. The conference organizers have secured funding to defray the cost of these page charges. Priority will be given to Workshop participants, students, and researchers from developing countries. To apply for a waiver of publication charges, please read the additional guidelines listed in this LINK.
  

Preparation:

• All manuscripts are to be prepared using the standard IEEE format. Detailed information on manuscript preparation, template files for Microsoft Word (6.0 and higher) and LaTeX are available at the following IEEE website: http://www.ieee.org/organizations/pubs/transactions/stylesheets.htm
  
  
• Manuscript files are to be submitted electronically. Two versions of the manuscript should be submitted. First, a version in either Microsoft Word and LaTeX, which are the preferred formats for IEEE, is required. A second copy in PDF format should be submitted for reviewing purposes.
  
  
• All authors should fill out and submit the Manuscript Submission Form along with their paper.
  
  
• Participants that attend the Workshop should submit their manuscripts at the workshop. Please bring a CD (preferred) that contains your original manuscript, a copy of the manuscript in PDF format, and the Manuscript Submission form.
